Welcome. It's the oil level sensor

What car do you have? If its not a GTi6 then its the oil level guage.
If it is a GTi6 then its the oil level, followed by the oil temperature

I just brought my 306 on the rev counter theres a another dial under it when I start it go to the right then go back to the left what is perpose it goes over to amber area then runs back to left, a garage said it was something to petrol use don't think they knew

so if the car oil gets too hot the dial will indicate then by the colour change on the dail

Welcome along, That dial is just an oil level check when you start the car.
