Surprised nobody has mentioned cement dust.

It draws out oil from concrete/tarmac better than most detergents.

Its what the racing tracks use when there is an oil spill during a meeting.

Used it to sort out the floor of a garage that needed re-painting. They had jet washed it loads of times with all sorts of detergents and left it to dry properly but every time it was painted it would lift again due to oil deposits. We went in and covered the entire floor in cement dust,left it overnight and swept it up and painted the next day and it is still stuck there now.

Bag of cement is about £4 gotta be worth a try.
